Abstract. The differences in the essential qualities of production and consumer cooperatives are shown, due to the difference in their place and role in the socio-economic process. In contrast to industrial cooperation, the Genesis and development of which are mediated by objective factors (the formation of small property subject to socialization and the existence of a commodity economy), the emergence and functioning of consumer societies are associated exclusively with subjective conditions: the desire of citizens to interact and state policy (first of all, ensuring adequate cooperative law). This is why legislative support is the most important factor in the development of consumer associations. Consumer cooperation, which has extensive historical and relevant experience in overcoming poverty, is an essential element of the mechanism for eliminating this social flaw. The range of social issues that can be solved by consumer associations is so large and has a tendency to expand, as well as the increasing needs of the population. The authors believe that the more effective the impact of consumer cooperation on poverty reduction is, the higher the "integrative" (horizontal) involvement of the rural population in various types of associations. The research is based on the analysis of the views of domestic and foreign scientists on the subject of determining the role of collective efforts, formalized in consumer cooperation, in overcoming poverty and solving significant social problems in rural areas, and a theoretical comparison of the essential principles of production and consumer cooperatives, а review of the foreign legal framework in the field of cooperation, a critical analysis of domestic cooperative legislation, and an assessment of world statistics to identify the constructive potential of consumer societies in overcoming rural social problems.

Abstract. Modern problems of production systems, their unavailability to function in the conditions of application and development of NBIC technologies are revealed. The methodological basis of the research consists of fundamental works and modern scientific and practical developments of domestic and foreign scientists on the problems of creation and functioning of production, technological and socio-economic systems in the conditions of development using NBIC technologies. The research was carried out using such General scientific and special methods as: historical-dialectical and abstract-logical (for generalizing the transformational characteristics of production and socio-economic systems); comparative-analytical and system analysis (for studying methodological approaches to regulating evolutionary processes); synthesisof scientific approaches (for forming conceptual positions). The article analyzes the main methods and tools for implementing a new approach to the design of production systems. The article substantiates the need to create a new paradigm of production systems in the context of using NBIC technologies, for the successful design of effective human-oriented production systems that function in the context of the development of NBIC technologies, created in order to solve problems facing the socio-economic system, in order to minimize emerging risks and threats.

Abstract. The company's financial strategy is one of the most important functional strategies that ensure the formation of financial resources. Analysis and optimization of expenses, as a tool for implementing a financial strategy, allows you to reduce the cost of sales (services) and increase profit indicators and, accordingly, increase the amount of financial resources for the development of the company. The article considers the impact of cost optimization on the financial strategy of the organization and forecasting the main indicators of its activities on the example of the North-Western suburban passenger company (hereinafter-JSC "NWPPK"), which carries out railway passenger transportation in the territory of St. Petersburg, Leningrad, Novgorod, Pskov, Murmansk regions, as well as the Republic of Karelia. Prices for the company's commuter rail services are regulated by the state, which underlines the importance of optimizing costs when forming financial resources as part of one of the objectives of the financial strategy. The article analyzes the company's expenses by cost elements, identifies the most significant cost items, and develops measures to optimize them. To forecast the main indicators of the company's activity, such as revenue, cost of sales (services), net profit, the article used the passenger turnover indicator, and identified the factors that determine it.

Abstract. Analysis of current research trends in the development of Russian enterprises shows the increasing role of project management of innovative processes in the enterprise. In addition, the conducted research allows us to conclude that at the present stage of development of the Russian economy, most domestic enterprises are capable of innovative activity, can successfully implement promising research developments and effective innovation programs. Successful innovative development of the enterprise is associated with the transition to a new technological order based on the principles of the best available technologies, the introduction of which allows you to implement energy and environmental modernization of the enterprise, increase its competitiveness in global markets. The relevance of this article is determined by  the fact that today conducting innovative activities of an enterprise without effective, profit- oriented management of innovative processes at the enterprise leads to a significant decrease in the effectiveness of innovations. B article reveals the essence of notions "innovation", "innovative development of enterprises", "project management", their relationship to each other, the necessity of application of the project management system of innovative development of the enterprise for the effective use of innovative potential of the enterprise, enhance its competitive status. In this work, the main task was chosen to conduct research on individual solutions in terms of methodological support for project management of innovative development of the enterprise.

Abstract. The Russian Arctic zone is considered from the perspective of tourism industry development. The purpose of the study is to determine the level of development of the tourist and recreational potential of the Arctic zones of the Russian Federation. The specifics of the Arctic region as a whole are considered. The zonal structure of the Arctic is given in accordance with the decree of the Government of the Russian Federation. The structure of the tourist and recreational potential of the Russian Arctic is considered in tabular form. Based on the review, a conclusion is made about the presence of tourism potential in each Arctic region. All regions have a sufficient number of attractions to attract tourists, unique natural phenomena, and the potential for numerous types of tourism. The analysis of the dynamics of tourist flows is carried out. The most visited subjects of the Arctic are considered. Special emphasis is placed on the territories of the Karelian district of the Arctic. As a result of the reunification of the Karelian regions with the Arctic zone of the Russian Federation, the government developed a tourism development program with its subsequent continuation in case of successful implementation. The article considers the constraints on the development of Arctic tourism. The main ones include a harsh climate, a small number of tour operators, lack of marketing support, and seasonality of demand. The prospects of tourism development in the Russian Federation as a whole are considered.

Abstract. The article is devoted to the review and development of the methodology for assessing the efficiency of the electric power infrastructure of the region on the example of the Sughd region of the Republic of Tajikistan. The purpose of the study is to develop methodological approaches for evaluating the efficiency of the electric power production infrastructure and its relationship with economic growth in the region. A comparative analysis of existing methodological approaches to assessing the efficiency of the region's electric power infrastructure has led to the conclusion that the electric intensity of the economy mainly acts as a comparative indicator of the amount of energy consumed in different countries and regions and is more related to the issues of electricity saving. The classification of methods for evaluating efficiency was carried out, their advantages and areas of use were identified, which allowed us to identify the following methodological approaches in this direction: studies related to the relationship between economic growth and electric power efficiency in a certain territory; works that consider the dependence of GRP growth rates and the growth rate of electric capacity, studies based on the relationship between indicators of electric efficiency and the degree of competitiveness of economic entities, and studies related to the calculation of an integral indicator of the impact of the region's electric power infrastructure on economic growth. In the proposed approach to the assessment of electricity efficiency of electricity infrastructure, as the efficiency indicators of electricity infrastructure in the region are encouraged to use profitability as the ratio of gross regional product minus the cost of electricity infrastructure on the production and sale of electricity to the absolute value of these costs. The efficiency indicators of electricity infrastructure in the region are invited to apply in conjunction with the above ratio of GRP growth rate to the growth rate of electricity consumption in the region, called the dynamic factor.

Abstract. The main goal of the study is to objectively assess the level of functioning of the healthcare sector in the Moscow region as one of the indicators of social policy implemented in the region. Based on the results of the research, the article analyzes and assesses the availability of health care workers in accordance with the standards, the availability of highly qualified medical personnel, the availability of facilities and medical equipment. We also evaluated the quality of medical and medical care, the provision of services for the functioning of the pharmacy network and sanatorium treatment in dynamics over 5 years, from 2014 to 2018. The following conclusions are formulated and justified: the characteristic of measures in the field of development of the social sphere of the region, in particular, health care, can be carried out after a comprehensive strategic (SWOT) analysis. The priority areas of development of the healthcare sector in the Moscow region include: attracting young, including narrow-profile  specialists; the development of palliative care, including children; changing the structure of the sector in view of population ageing; the development of sanatorium-resort complex, including a system of rest and improvemen the development of sanatorium-resort complex, including a system of rest and improvement of children; the development, strengthening and equipping of material and technical base of medical institutions of the region; the development of new forms of medical care and public-private partnerships.

Abstract. Various tools for improving the financial and credit mechanism for supporting domestic exporters of agricultural products and food are considered. The author describes in detail the features and prospects of using various financial levers in order to expand the geography of supplies of agricultural products by Russian producers. The article reveals the role of the state as an institutional factor in supporting agricultural enterprises, including their foreign economic activity, which is primarily due to the specific features of the agricultural sector, which cannot be considered as a completely independent industry, and therefore cannot participate in international competition on equal terms. Special attention is paid to the difficulties of stimulating foreign economic activity of agricultural producers in the context of international agreements and free trade zones. The author notes the need to distinguish financial incentives for the export of agricultural products from current financing and lending to export-import operations of agricultural producers, which is essentially a simple provision of working capital by credit institutions for specific commercial operations in the course of current financial and economic activities. Progressive export promotion tools that do not involve direct financing of producers at the expense of state funds are also indicated.

Abstract. The modern insurance market has a huge potential both in shifting to the efficiency of the economic sector, and in the development of scientific thought. The main trends in the development of new technologies as prerequisites for the development of interactive trading platforms for the insurance business are considered. The analysis of new technical developments in the field of data collection and processing, remote identification of customers, payment systems. A comparative analysis of electronic websites of credit institutions, an overview of electronic platforms for e-government, public services, and mobile applications for credit and insurance services was carried out. Special attention is paid to the point-by-point consideration of Bank insurance with a bias towards auto insurance. Various algorithms of insurance behavior are indicated. The identified weaknesses when shifting to possible consumer roles are used as a basis for developing a system of relationships within the insurance ecosystem. The insurance ecosystem for the purposes of the study were presented in the form of a module. Based on the features of the insurance business and consumer positioning, the author offers a modular system for the interaction of insurance market participants, taking into account the available types of marketplaces and the capabilities of cloud technologies. The impact of the proposed scheme on the response of consumers of insurance services and changes in the target audience is considered.

Abstract. Today, there is no unified classification of territories in Germany, which affects the statistics of rural areas. According to one of them, cluster territories, urbanized and rural territories are distinguished, while the other is mainly urban, intermediate territories and mainly rural. Some are actively developing, others are showing a decline; some are far from urban centers, others are close. The study compares the main classifications and analyzes the challenges faced by rural areas in Germany from the beginning of their development policy to the present. We also studied in detail the tools for developing rural areas in Germany that meet the needs of rural society in the digital age. As a result, it was revealed that the most pressing challenges today are demographic changes, changes in the structure of the rural economy, and differences between territorial development. One of the development priorities is to create equal living conditions in different regions. Presented the main instruments of European and national policy (strategy) development in the rural areas. Conclusions are presented that local projects for the development of rural areas in Germany are developed depending on the needs of the regions and are implemented only if they fit into a certain catalog of criteria at the European and Federal levels.

Abstract. Corpus linguistics, which was born in the second half of the XX century, is rapidly developing, finding application in a variety of Sciences, including pedagogy. The creation of academic text corpora as an interdisciplinary project unites the efforts of foreign language teachers, corpus linguists, and computer linguists. The article gives a General idea of what an educational or student body is, what types of educational text bodies exist in the world today, and in what direction their development is going. The author gives examples of specific buildings and their features. The vast majority of these projects are foreign, but there are also projects of Russian universities among the well-known buildings, which currently concern only English and Russian languages. In addition, the article gives an idea of the breadth of opportunities that open up for researchers of educational buildings. The results of such research are already reflected in updated approaches to teaching and learning foreign languages. The author comes to the conclusion about the inevitable further development of both individual private corpora of educational texts, and large dominating corpora in each individual language, attracting authors of such projects from different countries to cooperate.

Abstract. The article considers the integration of extracurricular literary activities into the structure of the main educational program in accordance with the requirements of the Federal state educational standard. The goal is to form and measure educational results (personal, metasubject and subject) in the classroom of a literary circle, taking into account the relationship between the development of specific topics in literature lessons and in the framework of extracurricular and independent activities of students. As an example of the implementation of the program of the eighth grade of a secondary school, the author describes the process of getting acquainted with the novel "Caucasus" by I. A. Bunin, which touches on complex moral and ethical problems. Methods and methods of forming educational results when working with a literary text are listed: discussion and analysis, brainstorming techniques, solving moral dilemmas and answering problematic questions based on the text, defining concepts, working with reference books, using presentations and reports. In addition to the formation of educational results, the possibility of measuring them at any stage of studying the material is revealed. It is concluded that literary educational activity, based on the relationship between the development of specific topics in literature lessons and in the framework of extracurricular and independent activities of students, allows both to form and measure all three groups of educational results in the Federal state educational standard.

Abstract. An important problem of health support and formation of a healthy lifestyle in the system of physical education of University students assigned to preparatory and special medical groups is considered. The relevance of this consideration is due to the fact that students in higher education institutions have a decrease in motor activity, which negatively affects the overall state of physical and psychoemotional health. This problem is particularly acute for students assigned to special medical groups. The purpose of the article is to identify the effectiveness of the impact of a complex methodology with the use of sports Board games on the formation of personal qualities of students who have restrictions on physical education. The survey and interviewing methods were used to conduct the research. The question of the need to find new forms of work in the process of physical education of University students with a weakened state of health is raised. The results of the implementation of a comprehensive methodology with the use of sports Board games in the process of physical education of students are shown. The content of the article is aimed at predicting the development of physical education classes with students assigned to a special medical group, taking into account the current increased requirements for the educational process. The conducted research will allow developing new approaches for improving programs and methodological documents regulating the work of higher educational institutions in the field of physical culture. This method allows students with any health disorders to relieve their psychoemotional state and improves their personal qualities.

Abstract. A person's readiness to preserve their health and lead a healthy lifestyle is formed as a result of targeted pedagogical influence. In the issue of forming effective health-saving motivational attitudes in the student's personality, pedagogical influence consists in purposeful formation of health-saving competence. A survey of 153 students of a pedagogical University of the 2nd-4th year of study was conducted. Two questionnaires were offered: "a Modern teacher through the eyes of students "(reflecting the self-assessment "I am ideal") and "self-Assessment of a student's health-saving competence" ("I am real"). Professional health-saving activity of the teacher, according to students, is expressed by "high" assessments of knowledge in training and  education and "average" – practical actions in training and education. Assessing the health- saving competence of students, the manifestation of the emotional component of health-saving activity corresponds to the average level; cognitive, motivational-behavioral, instrumental- activity-level "above average". The program of training and education of students should create  conditions for improving the culture of health and a safe lifestyle of students through means and methods of forming an adequate ratio of cognitive, motivational-volitional, activity and emotional components of health-saving activities of students.
