BASIC VECTORS OF DEVELOPMENT OF THE RUSSIAN MUSHROOM MARKET

Abstract. The purpose of this article is to identify the main trends in the development of the mushroom market in Russia. After the introduction of retaliatory sanctions by Russia in 2014, the Russian mushroom market underwent significant changes associated not only with an intensive increase in Russian production, but also with effective state support aimed at developing this industry. Currently, the consumption of mushrooms is growing rapidly; in 2018 this figure was 4.8 kg per year. It should be noted that the consumption of cultivated mushrooms is growing at 6...8 % per year, thereby making investment in this industry attractive. Despite the effective development of the industry, there are a number of problems, in particular, providing enterprises with high-quality means of production. Many organizations continue to favor imported products, in particular compost and mycelium. The article also identifies the main vectors of development of this industry, based on the production of high-quality products recognized by international standards, cost reduction and continued increase in purchasing power. Currently, Russian mushroom producers are also considering promising directions for exporting products abroad.

Key words: mushroom production, mushroom consumption, mushroom production competitiveness, mushroom market.

METHODICAL ASPECTS OF FORMATION OF AGROTOURISTIC CLUSTER STRUCTURE IN THE ECONOMY OF THE REGION

Abstract. Improvement and development of the basics of cluster policy, including legislative and scientific-methodological, has proved its effectiveness in many countries, including Russia. However, the application of successful foreign practices in cluster formation is possible and is already widely used mainly in high-tech industrial sectors. As for the implementation of the cluster policy framework in Russian agriculture, the number of applications of these practices is not large. According to the authors, the formation of regional clusters in the form of a priority area for the long-term development of Russian agriculture is possible through the formation of an agro-tourism cluster structure in the region’s economy. The rationale for this fact is given by the example of building an agrotourism cluster structure (Tver region). The author points to specific features and cluster-forming factors of agritourism. A formalization of calculating the potential number of cluster members using the coefficient of innovation activity is proposed. The authors substantiated and developed a structural model of the agritourism cluster in the Tver region. For the purpose of practical determination of the sustainable development of rural areas, through the formation of an agrotourism cluster structure, a formula for calculating the synergistic effect of the project has been derived.

Key words: agrotourism, sustainable agriculture, cluster structure, farmstead, cluster core, compex synergistic effect.

LOCAL ECONOMY AS A METHOD OF RECOVERY AND DEVELOPMENT OF SMALL CITIES

Abstract. The process of scaling economic processes has reached its maximum, where small industries cannot withstand competition and forced to stop their activities. Small industries are located in small towns, whose activities are aimed at the local market. However, not everyone can withstand the strength and power of large producers, which leads to the ruin and closure of such enterprises, the migration of the population to large settlements in search of livelihoods. To eliminate this problem, it is necessary to pay attention to the formation and development of the mesoscale, which is the foundation of the national economy and is based on the development of the local economy, which is based on the use of local resources. The topic of the local economy is currently quite relevant and is of great interest to different segments of the population. Today we need a transition to development at the expense of internal resources. The introduction of a local economy into a national one will make the economy of territories remote from megacities more viable, stimulate investment activity, create jobs, and increase the welfare of the local population. However, some specific knowledge and approaches in this area are not enough in our country, which complicates the development of this area. It is necessary to study the domestic and foreign experience of the local economy, to study the state and possibilities of our country to be ready to accept this type of economy, it is necessary to create conditions for a strategic breakthrough in Russia and offer adaptive methods for developing the country's local economy with a multiplier effect.

Key words: large-scale economy, city-forming enterprises, industrial potential of the territory, local economy, territorial clusters, localized cells.

RUSSIA - XXI CENTURY: "STRATEGY - 2020". PROBLEMS AND PROSPECTS OF SPATIAL DEVELOPMENT OF THE FEDERAL SUBJECTS

Abstract. According to studies of the Federal State Statistics Service of Russia during the period 2008-2018, the country's national economy showed stable development results not only in corporate, but also in state clusters of the regional economy. In 2018 personal income tax in the constituent entities of the Federation increased by 12.5%, and corporate income tax - by 22.5%; the total volume of transfer transfers from the federal budget to the regions exceeded 1.0 trillion rubles; public debt declined by 5%. First of all, the TOP-10 regional economies of Russia showed positive dynamics: the city of Moscow, the city of St. Petersburg, the Tyumen region, the Khanty-Mansiysk Autonomous Okrug-Ugra, the Yamalo-Nenets Autonomous Okrug, Irkutsk Oblast, Kemerovo Oblast, Moscow Oblast, and Sakhalin Oblast and the Republic of Tatarstan, where the leading sectors of the economy are oil, natural gas and export of mineral products. TOP-50 regions of the country, as before, are located in the register of subsidized territories, among which the Republic of Altai, the Republic of Buryatia, the Republic of Kalmykia, the Kurgan Region and the Penza Region stand out. The main indicators of the development of the national economy of the Russian Federation in 2008-2018 are analyzed. Based on the results of the study, critical conclusions are drawn on the most important indicators of macroeconomic and social indicators, proposals are formulated on the areas of achieving their values -by 2025 and / or in the future period of time. In the context of the methodology and methodology of spatial analysis, the author considers options for the development and modernization of the national economy of the state, which can be implemented at the present stage of development of world human civilization. Objective and subjective reasons are interpreted that do not allow the Government of Russia to achieve in the first quarter of the 21st century the positive strategic values of the indicators declared in the normative program document “Strategy for the Innovative Development of the Russian Federation for the Period until 2020”.

Key words: geographical space, innovative development, investments, growth indicators, material production, services, concept, strategy, national economy, regional economy, spatial analysis.

Abstract. Theoretical approaches to the essence of the components of the complex of marketing communications of a commercial bank are considered and their features are determined. The purpose of the article is to develop a methodology for constructing a complex of marketing communications for a commercial bank. As a result of the research, the definition of “communication policy of the bank” was clarified as management activity, an integrated system of basic criteria, guidelines, principles adopted by the bank in the field of communications, which includes determining the channels, methods and participants of marketing communications within the framework of the bank’s marketing policy aimed at creating and maintaining stable relationships with customers, which is the basis for ensuring its competitiveness: advertising, public relations, direct marketing, sti sales promotion and personal sale. A number of customer-oriented measures have been proposed to overcome the existing problems of Russian banks, among which the application of a customeroriented approach in the bank's communication activities consists of pre-sale and after-sale marketing, which, in turn, include certain stages and phases of its implementation. The necessity of using low-budget Internet marketing tools by Russian banks is substantiated, and the directions of their application are determined.

CHANGE MANAGEMENT IN EDUCATIONAL ORGANIZATION IN RUSSIA

Abstract. Management in the educational organizations of modern Russia is experiencing a new era. Replacing the strong "business executives", who for decades have been considered the apologists of "good governance", come professional managers who put at the forefront not only economic issues in the management of the educational organization, but also strategic development, personnel management, etc. Nevertheless, Among managers, the area of management called “change management” is undeservedly forgotten. Unlike classical business structures, where the potential of each change is assessed, and therefore, it is important to consider the issue of managing these changes among managers of the field of education, this topic has been undeservedly ignored. A brief outline of this direction of management is proposed, which should be used by managers in the field of education. A brief comparative analysis of two educational systems is carried out: secondary and higher education, what are their fundamental similarities and differences. The main emphasis of the article is on secondary education, and recommendations and general conclusions about what needs to be done to change this situation are formulated. As a result, a model of potential changes for the field of education is proposed.

Key words: change management, education management, management development, model of changes in school education, school education, management tools.

THE DEVELOPMENT TREND OF INFORMATION AND BLOCKCHAIN TECHNOLOGIES IN COMPANIES

Abstract. Nowadays, blockchain technologies offer innovative opportunities for authentication and authorization in the digital world, eliminating the need for centralized systems. The attractive nature of blockchain technology creates many potential uses. Regardless of the industry which blockchain is used for, this technology instills trust, transparency and consistency. All these features can be found in any case of use, considering the neutral nature of this technology. Unlike some other innovations, blockchain technology does not give preference to certain people or groups over others, this is a turning point for a neutral technology. Despite the brutal correction of the market and contrary to popular belief, there is a great demand from outside companies trying to figure out how to bring digital assets to the market which infrastructure they can connect to. This should not come as a surprise to companies, as many industry proponents see the future as a worldwide, interconnected ecosystem of safety and utility.

Key words: digital technologies, blockchain and information technologies, data analysis, digital currency, digital payments, cryptocurrency.

REGIONAL TRADE AGREEMENTS IN THE MODERN GLOBAL ECONOMY

Abstract. Starting in the 1990s, the Russian Federation entered into regional trade agreements, setting various goals for itself. It is a fact that these agreements affected Russian companies participating in foreign economic activity in terms of trade volumes, business conditions, and company structure. This article is devoted to the study of this influence. The relevance of the topic of the article is due to the significance of the influence that membership on the RTS has on the conditions for the implementation of foreign economic activity. Currently, international economic relations are going through a difficult period. And even the existence of the World Trade Organization is in doubt today, since the United States is blocking the election of new arbitrators to the Court of Appeal, and without the functioning of the court, one of the most important bodies of the WTO, it is impossible to talk about the full-fledged work of the organization. Many elements of the built architecture for regulating international economic relations are subject to revision, which creates additional difficulties for participants in foreign economic activity. The task of states is to find new mechanisms that could create favorable conditions for the development of foreign economic activity.

Key words: regional trade agreements, intraregional trade, multilateral trading systems, World Trade Organization.

HUMANITARIAN EDUCATION AND THE INCREASING ROLE OF ITS TECHNOLOGY IN THE PROCESS OF EXCHANGE EDUCATION

Abstract. Features of humanitarian education in the system of distance learning and the increasing role of the teacher in the technological development of the educational process are considered. An attempt is made to consider the main issues that arise when working with distance learning students. The author raised the problems of self-education and improvement of the educational process, in which the teacher and student are actively involved; relevance and need for humanitarian education. The sore problems that are associated with the general situation in education are noted: the weakening of the general scientific training of students and the strengthening of highly specialized; lack of methodological support for the process and a low level of activation of cognitive activity of students. The key to the quality assimilation of knowledge on the subject is the activation of cognitive activity the main direction of all modern pedagogical research and implementation. To induce a student to learn independently, it is not enough to find various new technologies, for this it is necessary to teach the student to set an end in itself and strive to fulfill it. These qualities are achieved through the humanization of education and humanization. Combining study and work, students with purposeful life attitudes understand the necessity and significance of such qualities that contribute to the ability to navigate and make the right decisions, to take their stable position in society.

Key words: correspondence education, cognitive activity, education quality management, humanitarian education, elite courses of the humanitarian cycle, methodological support of the course, humanization, lifelong education, communicative communication.

ESTABLISHING A SYSTEM OF PRIMARY AGRICULTURAL EDUCATION IN RUSSIA IN THE SECOND HALF OF THE 20TH CENTURY

Abstract. In the 19th century, the first elements of the future system of agricultural education appeared in the Russian Empire; they were represented by lower agricultural schools. Educational institutions have passed a difficult path of searching for optimal forms and methods of accumulation, systematization and dissemination of agronomic and agrotechnical knowledge. In the second half of the XIX century, with the direct participation of the state, a complete, but at the same time continuing development, system of agricultural education appears. The purpose of this study is to analyze the work of the first lower agricultural schools as a separate category of the system of agricultural education. An analysis of the theoretical data obtained during the case study shows that after the peasant reform of 1861, agriculture was in need of specialists at all levels. The article explores the history of the formation of some lower agricultural schools, the work of which can lead to general conclusions about the system. The paper assesses the activities of individuals whose contribution to the opening of schools was decisive. The authors revealed some features of the functioning of agricultural schools. When conducting the study, the authors came to the conclusion that the problem in question cannot be considered complete and fully studied, it retains a high research potential.

Key words: agriculture, education, “Normal situation”, agriculture, agricultural school, lesson, student.

USE RESOURCES OF HISTORICAL PARK “RUSSIA - MY HISTORY” IN LITERATURE LESSONS

Abstract. The use of digital technologies requires new developments in the teaching of subjects to increase the motivation of students to cognitive activity in the information and educational environment. The article is devoted to the problem of integration of works of fiction and multimedia information of the halls of the historical park “Russia - My History”. Establishing the organic relationships between the works of art and the park’s resources not only enriches and deepens the literary knowledge of schoolchildren, but also allows them to get a visual representation of the events being studied, and has a positive effect on the assimilation of historical material. A methodology for organizing a quest lesson has been developed, which will help motivate the child to learn, create a space for both knowledge and personal development. As a result of the fulfillment of the tasks proposed by the students, meta-subject results of mastering the basic educational program are stated as stated in the requirements of the Federal State Educational Standard of basic general education. Specific recommendations are also given on the use of the resources of the historical park “Russia - My History” in educational activities and conducting training sessions on the subject “Literature” using the technology of cooperation. This technology will allow you to master effective means of intra-group communication: teach you how to work according to the rules, communication skills, conflict-free communication, and interpersonal interaction with determining how to achieve the results of cognitive activity.

FORMATION OF THE INTEGRITY OF THE PHYSICAL AND BIOLOGICAL CONTENT OF EDUCATION IN AGRARIAN UNIVERSITY (HISTORICAL ASPECT)

Abstract. The definition of the content of education is given from the standpoint of the scientist concept, conformism, and the culturological approach. The main stages of the formation of the integrity of the physical and biological content of education in different time periods are highlighted and briefly considered. As a result of the analysis, priority approaches to organizing the holistic content of education are presented: in the 20-30s of the 20th century, the systematic approach is such a priority approach, in the middle of the 20th century it is replaced by an integrated approach, which is being replaced by a disciplinary education system. A new round in solving the problem of the integrity of the content of education is the establishment of a theory of intersubject communications, which realizes the idea of a synthesized interaction of knowledge and methods of cognitive activity with the aim of approximating the demands of practice. In the 80-90s of the XX century, the stage of integration of the content of education begins, designed to realize the unity of theoretical and practical knowledge. An analysis of the integration theory made it possible to present the main sources, factors, trends, types and levels of integration of the physical and biological contents of education in an agricultural university. The integration of the content of education in the educational process of an agricultural university is based on the requirements of the educational standard for its professional training and determines the didactic synthesis of academic subjects. The emphasis is placed on the need to include integrative disciplines in the educational process that ensure the transition from a disciplinary model of vocational education to a competency-based one.

Key words: content of education, an integrated approach to the content of education, a substantive approach to the content of education, the theory of integration of the content of science education, intersubject communications of physics and biology, didactic synthesis of physics and biology.

SCIENTIFIC ANALYSIS OF THE PROBLEMS OF THE RUSSIAN HISTORY OF THE EPOCH OF FEODALISM IN HIGHER EDUCATION ON THE BASIS OF A CIVILIZATION CAMPAIGN

Abstract. The actual problems of domestic history of the specified period are analyzed from the position of a civilizational concept of the interpretation of the historical process. When developing the main provisions of the scientific vision of this research topic, the authors took into account the recent changes in university historical education. The civilizational approach to the study of history began to be actively applied in the 20th century, when it fully appeared. Although the sources go back from Antiquity to Hesiod with its regressive development or to Aristotle. One of the first founders of a scientific civilizational is the German historian and philosopher Oswald Spengler. His thesis were also formulated in the writings of the English scientist Arnold Toynbee and then the American researcher Samuel Huntington. History develops non-linearly and not equally. The main thing is the concept of civilization. Civilization is a group of countries and peoples connected by a common culture and history. Comparing the civilizational approach to the consideration of specific historical events, phenomena with the traditional practice of covering them, the authors identify its positive didactic opportunities that allow expanding the substantive field of the study material, generally improving the quality of historical education.

Key words: russian history, the era of feudalism, civilizational approach to the analysis of the historical process, didactic possibilities of the civilizational approach, the quality of historical education.

VALUABLE ORIENTATIONS OF STUDENTS OF THE REPUBLIC OF SAKHA (YAKUTIA) IN THE FIELD OF FAMILY AND MARRIAGE RELATIONS

Abstract. The essence and content of the value orientations of students of the Republic of Sakha (Yakutia) in the field of family-marriage relations are examined. The modern problems that affect the formation of value relationships to the family are determined. At present, at the present stage of development, society is interested in significant social, cultural, economic and political transformations that are leading to the transformation of previously existing norms and traditions and contribute to changing values and lifestyles of people, including students. Based on this problem, society is interested in maintaining and developing fundamental social institutions, in particular, the institution of the family, as well as in preparing the young generation for creating a family. The family is one of the most important social institutions of culture. Today, there is a change in the views of the younger generation on marriage and family life. Young people who are in a relationship do not seek to formalize their relationship, prefer to live in a civil marriage. It can be assumed that such behavior manifests itself as a result of deformation, uncertainty, and in some cases, the loss of family values. Value orientations - a stable, selective attitude of a person to a community of material and spiritual wealth and ideals, which are considered as objects, goals or means to meet the needs of the life of a person. It also explores components that include a willingness to marry. It is an insufficient study of this problem in the context of finding ways of more successful functioning of the family in modern society that makes the topic of this study very relevant. The study applied the methodology developed by the authors of the article “Questionnaire to determine the specific characteristics of the value orientations of students of the Republic of Sakha (Yakutia) in the field of family and marriage relations”. The results of the questionnaire showed changes in gender stereotypes in relation to women and men in society. Women have become equal with men, for them today there are no such restrictions restricting their rights, at least there are only certain restrictions on finding jobs that are considered harmful to the health of women. Despite this, the value orientations among students of the Republic of Sakha (Yakutia) remain acceptable, conscious, and responsibly relate to their future. Thus, we can say that the respondents showed a willingness to enter into family and marriage relations.

Key words: family, value orientations, problems of marriage and family, modern student family, family-marriage relations.

In order to educate highly moral personalities, we propose using board and outdoor games, fairy tales, poems, customs, traditions, based on the regional component, in the educational process. A survey was conducted among parents about the need to attract ethnopedagogical traditions not only in a preschool educational organization, but also in family education. For the pupils of the kindergarten, a methodology was carried out, consisting of two parts "The study of children's awareness of moral norms." They indicated the levels of formation of the spiritual and moral qualities of a preschooler. As a result of the study, it was concluded that the use of ethno-pedagogical traditions in the upbringing and education of preschool children effectively affects spiritual and moral education. VISUALIZATION AND INTERACTIVE SUPPORT OF THE EDUCATIONAL PROCESS AS A COMPONENT OF THE INFORMATION-EDUCATIONAL ENVIRONMENT

Abstract. This study is aimed at designing one of the main components of the educational information environment of the university “Visualization and interactive support of the educational process”. The article developed a model of the above components, detailed its structure and content of key elements. Namely, the main interactive elements of the distance learning system (distance learning system) Moodle and external Internet services Web 2.0. Interactive ones include two groups of elements of the Moodle LMS designed to organize knowledge testing (task items, lecture, survey, test, H5P, Scorm package) and for communication between students and the teacher (forum, glossary, chat, messaging, webinar, seminar etc.). External web services are also divided into two groups that provide visualization (Biteable.com, Canva.com, Mindomo.com, Wordart.com) and interactive support (learninigapps.org, exelearning.net, etc.). The functionality of such interactive elements of the Moodle SDO as the H5P and Scorm package, as well as an external webbased visualization service, WordArt.com, is analyzed in more detail. The H5P element allows you to create interactive content of various categories in the Moodle LMS. Scorm package is integrated into the Moodle SDO and is used as a tool for designing, developing and publishing educational and methodological Web materials. WordArt.com is one of the best Web 2.0 services for creating tag clouds (words).

Key words: information and educational environment, educational content, LMS Moodle, visualization of the educational process, interactive support for the educational process.
