OPPORTUNISM OF ECONOMIC AGENTS AND TRANSACTION COSTS IN MARKET OF PUBLIC-PRIVATE PARTNERSHIP

Abstract. Various aspects of public-private relations (PPR) become relevantwith the increasing role of private sector in economy and require scrupulous research. One of such aspects is the development of the opportunistic behavior of economic agents in the market of public-private partnership (PPP). Opportunism is especially dangerous when the focus is not on meeting the needs of society for the required benefits due to making rational decisions and ‘transparent’ actions by agents, but on pursuing agents’ own interests and meeting their needs. This directly leads to negative consequences that are expressed in ‘strained’ business PPR, concentration of resources in the hands of a minority at a certain level of the administrative mangement hierarchy, uneven allocation of property rights and/or significant transaction costs. In some cases, opportunism is fraught with the withdrawal of the powers of individual officials, the staff reduction and/or the business cessation. Investigation of the factors of relationship development within the PPP market participants seems not to be actual as necessary for the PPR effective development. Such an analysis will contribute to a deeper understanding of processes and, in a rational manner, will allow developing the trust-based relations of the agents. The definition and classification of the opportunism forms inherent to economic agents in PPP market, the classification of the traditional and non-traditional partnerships’ forms as well as the possible transaction costs are presented in this scientific paper.

DEVELOPMENT OF AN EFFECTIVE SYSTEM OF EVALUATION AND MONITORING OF STATE STRATEGIC PLANNING BASED ON THE INTEGRATED-WEIGHT SYSTEM EVALUATION  

Abstract. The article reveals the complexity of the formation of a composite indicator of evaluation of activities, especially government programs and strategies. The complexity of the assessment of indicators by areas of activity is that some indicators can be significantly under-fulfilled, and others - over-fulfilled, and on average, as they say, «the average for the hospital» can get the value of the average indicator comparable to the planned task, as if all areas (industries) of the planned values have been achieved. Also, it should be noted that in the industry long-term development strategies, as a rule, 3-7 main indicators of evaluation are allocated. The proposed method will allow us to include more than 10-20 and even, if necessary, more than 50 evaluation criteria, as it was in 2008 in St. Petersburg. We have developed an integral indicator of evaluation of the activities of individual government programs and strategies, as well as a set of such programs and strategies, identified the shortcomings of the integrated system of evaluation of strategies. We also proposed a mechanism for monitoring the implementation of state programs and strategies on the basis of the integrated weight system of evaluation.

EVALUATION OF THE ORGANIZATION'S  INVESTMENT STRATEGY UNDER UNCERTAINTY

Abstract. The approaches to assessing the risks of the external and internal environment of the enterprise, the approaches to assessing the influence of uncertainty factors on the outcome of the investment strategy are considered, the results of calculating the consistency of expert opinions based on the Kendall concordance coefficient, and the calculation of the probability of uncertainty based on positive and net cash flow are presented. In rapidly changing market conditions, when implementing an investment strategy at agribusiness enterprises, it is necessary to choose the best strategy option, taking into account their resource potential, in this regard, this article considers the calculation of the probability of a positive outcome taking into account risk. The positive and net cash flows of the investment strategy are calculated, which give a description of the effectiveness of the choice and implementation of the investment strategy. Based on the results of evaluating the receipt of funds by investment strategies, they were ranked, and the level and component of uncertainty, which is characterized by the range of NPV values from pessimistic to optimistic, were also estimated.

EFFICIENCY OF THE APPLICATION OF NEW FODDER PRODUCTS TO IMPROVE THE NUTRITION AND COLOR RANGE OF PRODUCTION OF REHABILITATION

Abstract. The results of the influence of new feed on the improvement of quantitative and qualitative indicators of poultry production, which is accompanied by an increase in the efficiency of entrepreneurial activity of the poultry farm in the food market in the context of solving the problems of food and economic security in the country, are considered. The studies determined the dynamic characteristics of commodity quail products, their variability and the relationship with productivity, the organization of production and consumer demand. The feasibility of using new feeds such as feed active yellow and Biofon yellow as complex of interconnected interaction systems providing rational output indicators of marketable products for food purposes in terms of nutrition, quality and efficiency is substantiated. The regularities of the production process in specific conditions of production and sale of quail products are revealed. In the global market for quail products, the highest demand among the population is carcasses of poultry and eggs with yolk with a pronounced medium-yellow and bright tone. Studies based on a specific poultry enterprise raised a range of issues to improve the quality of commodity quail products based on the use of feed additives Feed active yellow and Biofon yellow in accordance with increasing consumer and consumer demand, which ensures stable and long-term functioning of the poultry farm in the domestic and world markets. The heritability coefficients for feed conversion in the studied quail will be quite high and amount from 0.38 to 0.59, which indicates the advisability of this work in the future. Based on the results of the study, the need for an independent search (by the poultry farm) and the implementation of reserves to improve the quality of the products of the poultry sub-industry is substantiated. A conclusion is given according to the results of an innovative experiment, and further directions for the search for reserves of quality and efficiency based on the continuation of scientific research are determined. This kind of work is done for the first time in quailing, there are no publications on this subject, and therefore new questions have been raised in the studies.

SOME THEORETICAL QUESTIONS OF ECONOMIC ASSESSMENT OF QUALITY OF MACHINES

Abstract. The issues of the circulation and turnover of production assets, which determine the constant updating of the means of production on a new technical basis as technological progress develops, are examined. The economic assessment of the material elements of fixed assets in relation to the current level of agricultural development is determined, it is noted that the scale of productive consumption of fixed assets is limited by the volume of work on the production of certain crops on limited land areas. It was emphasized that the difference in the technical level of the machines used is a direct consequence of continuous technical progress, the decrease in the technical level occurs not only as a result of technological progress and the use of old-brand machines, but also as a result of their wear and tear and changes in the initial technical and economic parameters. The existing methodology for economic evaluation of new technology cannot trace these changes, it makes it possible to get a “photograph” of a machine during its youth this is important not only in terms of theoretical research, but also equally important in a practical approach to determining the real effectiveness of a new technology. It is shown that the level of quality depends on the age of the machine, changes in the properties of the machine, and the refinement of the methodology for economic evaluation of real wear and quality of the machine is one of the positions of the mechanism for regulating market relations.

THE MAIN DIRECTIONS OF SCIENTIFIC-TECHNOLOGICAL SUPPORT OF AGRICULTURAL PRODUCTION

Abstract. The article considers the main directions of scientific-technological support of the agricultural complex, which improveы national innovation systems, promoting sustainable economic development and improving the quality of life of the population through the creation of additional jobs, both in science and in the sphere of production and services, and increase revenues to the budgets of different levels due to the increase in production volumes of hightech products and income. In accordance with international standards, innovation is defined as the end result of innovation, embodied in the form of a new or improved technological process used in practice. Scientific and technological support of agroindustrial complex is a basis of increasing of efficiency of production, scientific, technological activity of all spheres of agroindustrial complex. The state of innovative development, the role of science in this process and the system of information support of scientific and technological development of the industry are analyzed, the main directions for the creation and development of the industry and innovation system and its scientific information and consulting support are substantiated.

MODELING OF ECONOMIC PROCESSES IN HOP CULTIVATION

Abstract. Effective development of hop production in Russia involves the using of information systems and technologies, modeling of economic, industrial, technological processes of harvesting, deep processing of hops, determining the parameters of the raw material zone taking into account. Of particular importance in the development of the methodology of economic processes in the agricultural sector is economic modeling. Economic modeling is a scientific process that allows you to analyze, predict and influence certain processes or phenomena that occur during the economic movement. In economics, mathematical modeling is more often used by describing economic processes by mathematical dependencies. The analysis of the production of hops raw materials showed that in this industry it is necessary to systematize and concretize research methods, clearly formulate the goal and objectives of all varietal, production, technological processes and factors in obtaining hops. The modern development of hop production is associated with a complex of economic and mathematical methods and econometrics. Econometric models in hop production are developed to predict the main economic indicators of the industry. The structure of the economic model for the production of hops is presented, which is built taking into account mathematical problems and formulations; studies of the dependencies and relationships between objectively existing phenomena and processes in hop cultivation that affect the economics of hop cultivation. The hop industry is one of the main branches of agriculture. Therefore, the main task is to increase both the quantity of hops and increase its quality. In order to obtain highquality products in hop production, it is necessary to use information technologies, methods and innovative approaches of economic modeling. Modeling of economic processes in hop production will allow us to analyze and predict and influence the processes and phenomena occurring in the production process to obtain hops.

DESIGN ACTIVITY OF SCHOOLCHILDREN AS A MEANS OF PROFESSIONAL SELF-DETERMINATION IN THE FIELD OF ENGINEERING PROFESSIONS

Abstract. Taking into account current trends in the development of society, requirements for specialists in the digital economy The features of the organization of professional orientation of schoolchildren on the development of engineering and technical professions are considered. The analysis of modern approaches to the development of students' interest in mastering the engineering and technical professions is carried out; the successful experience of interaction between universities, schools and organizations of additional education in working with schoolchildren in the city of Moscow is described. The characteristic of the activities of the network of centers for technological support of education and their role in the implementation of the educational policy of the city of Moscow is given. The directions of the activity of the Central Public Health Center of the Russian State Agrarian University - Moscow Agricultural Academy named after K. A. Timiryazev on the implementation of project activities with students are described. The positive effect of practical project activities of schoolchildren was noted, the need to ensure the continuity of generations, the organization of mentoring in this work was proved. The results of a study conducted in order to assess the dynamics of changes occurring with students in the course of immersion in project activities are presented. The corrective effect of a professional test carried out by schoolchildren is shown in terms of awareness of their abilities and inclinations, skills in implementing project activities, and developing technical abilities. The significance of project work with schoolchildren in the framework of the activities of the centers for technological support of education is determined.

Abstract. The features of the organization of research work of undergraduates studying in the specialties of training "Power Engineering and Electrical Engineering" are considered. The analysis of the content of educational and practical practicing graduate students, highlighted the positive and negative sides of the methodology for conducting practical research in comparison with two levels of training "Power and Electrical Engineering" and "Agricultural Engineering". Opportunities for improving research work in the magistracy under the conditions of informatization of vocational education and the use of innovative educational technologies (design, contextual, blended learning, etc.), aimed at personalizing the educational process by creating educational trajectories for students. The pedagogical conditions of improving the research work of undergraduates and the training of specialists "Power Engineering and Electrical Engineering" are formulated, suggesting the organization of scientific and pedagogical training of teachers masters and experts in the field of innovative educational environment. experience, joint research work by undergraduates in a team of research teams of graduating departments; development of the production base of practicing specialists in order to provide highly qualified personnel for modern electric power industry.

Abstract. The article defines the role and content of the discipline "descriptive geometry and engineering graphics" in engineering education. The peculiarity of the discipline is to obtain applied skills for successful professional activity in the field of design documentation and obtaining basic information about the issues related to the General theoretical foundations of the study of the forms of objects of the real world and the relationship between them, the establishment of appropriate laws and their application to solving practical problems of positional and metric character, the application of methods of engineering graphics to the study of practical and theoretical issues of science and modern technology.

STUDY PERSONAL MATURITY STUDY IN THE CONTEXT OF COMPETENCE APPROACH

Abstract. The problem of the allocation and formation of psychological characteristics, which regardless of the content of the activity determine its success, is considered. A person’s awareness of the essential characteristics of labor activity, the formation of its psychological characteristics is distinguished as an indicator of the formation of the subject of labor, the maturity of the individual, general professional suitability. The importance of psychological and pedagogical influences aimed at the development of the emotional component of the psychological signs of labor activity, personality development is emphasized. In vocational education institutions, insufficient attention is paid to this, that leads to low motivational readiness of graduates to implement a specific profession. The analysis of ideas about competencies and their types is held. The content of the main competencies and indicators of maturity of the personality is considered. The characteristics of a mature personality are correlated with ideas about basic competencies and their components. The concept of "key competencies" is considered as reflecting the features of the functioning of a mature personality. The results of diagnosing the level of personality maturity of students studying at the Faculty of Management are described through a test questionnaire by Yu. Z. Gilbukh. The interpretation of the diagnostic results as indicators of some competencies and key competencies is justified. The study revealed the types of under-formed common competencies - social interaction and communication. Actual directions of psychological and pedagogical support of the process of formation of key competencies are determined.

FORMATION OF PROFESSIONAL COMPETENCES OF THE FUTURE BACHELOR: THEORY AND PRACTICE OF THE QUESTION DIAGNOSTICS

Abstract. This study is devoted to the description of theoretical and practical aspects of determining a level of formation of professional competences of a future bachelor. The characteristics of the technique of determining a level of formation of professional competences of a future bachelor is presented at the beginning of the article. The basis of this technique is the minimum evaluation-diagnostic map of formation of professional competences of a future bachelor, which unites motivational, gnostic and praxiological criteria for the formation of these competences with empirical, reproductive and creative levels of their formation. The evaluation-diagnostic tools, which bases on the educational material of the discipline «Materials Science», is described in the main part of the article. The most rational means of control and assessing the expressiveness level of criterions of formation of professional competences of a future bachelor are included in this evaluation-diagnostic tools: the expressdiagnostics of studying the significance of professional competences for a future bachelor, the questionnaire to identify the future bachelor’s understanding and recognition of professional importance of competences, the test to identify the future bachelor's understanding of the essence and content of professional competences, training -professional tasks for the discipline "Materials Science" of varying degrees of complexity, map-scheme of observations and assessment of the future bachelor’s mastering of professional competences. The practical use of this technique and evaluation-diagnostic tools for determining a level of formation of professional competences of a future bachelor is illustrated by the certain example in the final part of the article.

PEDAGOGICAL REQUIREMENTS FOR THE FORMATION OF EDUCATIONAL MATERIAL OF THE COURSE OF IMPROVING THE QUALIFICATION OF EMPLOYEES OF DIVISIONS ON WORK WITH PERSONAL COMPOSITION

Abstract. The article discusses the requirements for the formation of educational material for the refresher course for employees of departments for the prevention of corruption and other offenses in the internal affairs bodies. The formulated requirements are aimed at the possibility of maximizing the use of educational material for practical purposes and improving the quality of work of the personnel of the personnel departments. There are four groups of requirements which allow to systematize their responsibilities in cases of combining functions, rely on the experience of specific course participants, improve the quality of learning information, and intensify teaching methods, which is important due to the short period of training in the advanced training system. A structural scheme and classification of the activities of the unit for work with personnel at the district level have been developed, which allow the audience to reveal the interrelationships of their functional tasks and interaction with other internal affairs bodies. Listed facilitates employee labor costs, increases employee self-confidence, especially when making decisions on personnel procedures, creates internal comfort and the ability to objectively assess the legitimacy of actions of employees in respect of which personnel decisions are made, and more importantly, assess the legitimacy of their own actions. The achievement of such a result makes it possible to judge about the success of the formation of educational material for advanced training courses for staff of personnel departments and, within their composition, departments for the prevention of corruption and other offenses.

THE DEVELOPMENT OF ORAL SPEECH AT THE LESSONS OF RUSSIAN LANGUAGE AS FOREIGN AT THE TECHNICAL UNIVERSITY

Abstract. The article is devoted to one of the important issues arising in the process of teaching Russian as a foreign language - the development of oral speech of foreign students at the technical University. The difficulties in teaching Russian to foreign students in the context of modern educational reforms are mentioned. Special attention is paid to the specifics of teaching Russian at the technical University. The peculiarities of oral speech are noted. It is said about the main differences between oral and written speech. The main types of oral speech are considered, the concepts of prepared speech and spontaneous, the definitions of dialogue and monologue are given. The problems arising in teaching these types of communication are described. The variants of solving problems and ways to improve the language level of students. Describes the specifics of the learning of oral language at different stages of learning the Russian language. It is said about the most important factor stimulating the process of foreign language communication - motivation of language acquisition. The main motives of students are called.

METHODOLOGICAL PROVISION OF FORMATION OF INTERPRETATION OF MUSICAL TEXT AS CONDITIONS OF CREATIVE DEVELOPMENT OF STUDENTS-TEENAGERS IN PIANO LESSONS

Abstract. Methods of musical education, which process of formation of interpretation of a musical text during the training of teenage students in piano lessons can be based on are considered. The degree of knowledge of the methodological support of teaching the interpretation of a musical text in the system of additional education of children and higher professional musical (and musical-pedagogical) education is revealed. Three methods are distinguished: hermeneutic analysis (M. D. Kornoukhov), intonation-performing analysis (A. V. Malinkovskaya), emotional and aesthetic analysis (I. V. Aranovskaya), the examination of which allows us to talk about their focus on the formation of musical interpretation text as a condition for the creative development of teenage students in piano lessons. The expediency of applying these techniques during the educational process, which allows teenage students to comprehend the constructive and logical organization of musical material, to search for adequate and legitimate emotional characteristics of the artistic content of the work, to activate imagination, reflection, and mental operations to construct their own musical performing concept (interpretation), is substantiated. . With this approach, the creative position of the teenage student is manifested, expressed in the activity of creating his own musical and artistic concept, the need for creative communication with a musical work, and the desire to realize his performing interpretation plan.
