TOURIST ACTIVITIES AS A PRIORITY DIRECTION OF SUSTAINABLE DEVELOPMENT OF THE REGIONS

Abstract. The article presents tourist activities as a priority for the sustainable development of Russian regions. The UN document “The Agenda for Sustainable Development” (2015), its role in ensuring safety and favorable conditions for human activity, limiting the negative impact of economic and other activities on the environment, ensuring the protection and rational use of natural resources in the interests of the present and future are being considered. generations. It is noted that tourism, as an important and rapidly developing sector of the national economy, is involved in three of the seventeen target categories of the document. We consider the main trends in the development of agro-tourism in Russia, taking into account domestic and foreign experience. The attention is focused on the problems of development of social, industrial and ecological tourism, peculiarities of the participation of state structures in the regulation of tourist activities in the future, recommendations are given.

CURRENT TRENDS IN DEVELOPMENT OF SERVICE MARKET IN THE RUSSIAN FEDERATION IN TERMS OF DIGITAL TRANSFORMATION (BASED ON THE EXAMPLE OF HOSPITALITY INDUSTRY) 

Abstract. The article considers current trends in development of market for hotel services in the Russian Federation in terms of digital transformation. Major trends maintaining the development of electronic environment within the hospitality enterprises are identified in the article through the study of dynamics of the enterprises’ performance. According to the assessment of demand for the hotel services, hospitality industry is developing actively with international and national hotel chains taking the most essential positions. It is important to mention that such a pace in a growing number of accommodation facilities leads to their consolidation. Nonetheless, at present day the number of chains controlled by international hotel operators makes up the majority, which demonstrates that Russian hotel enterprises are now at the initial development stage. The research proves that IT services currently are fundamental tools in terms of managing hotel networks, thus, it is vital for the national chains to adjust to the digital transformation of business. Communication between hotel staff and clients is rather a considerable aspect that is influenced on by digital technologies therefore the issue of comprehensive process automation is highly relevant. Thus, managing accommodation facilities on the basis of innovative technologies and special software provides an opportunity to achieve a new level of services, while defining favorable conditions for the implementation of IT services allows studying the main fields of digital transformation in the hospitality business.

METHODOLOGY OF THE ORGANIZATIONAL AND ECONOMICAL MECHANISM OF FINANCIAL SUSTAINABLE DEVELOPMENT IN THE PROBLEM OF THE FINANCIAL CONDITION OF AGRICULTURAL ENTERPRISE

Abstract. In solving the problems of agricultural production management there is a need to analyze the state of food and financial markets, the economy of the industry and the country, which goes beyond the traditional understanding of the analysis of financial statements   and on-farm production analysis (performed on the basis of reports and information in the processing of financial and management accounting data). This article clarifies the concept of the mechanism of financial and sustainable development of the enterprise, the main tasks and options for the practice of financial analysis and financial management. The assessment of financial stability of the agricultural enterprise provides a certain stage of research: the absolute indicators of financial stability are analyzed, where four types of financial stability are distinguished. The relative indicators of financial stability are described, the value of the indicator of capital turnover through the coefficients of turnover of accounts receivable, accounts payable, equity, fixed capital, maneuverability of equity is presented. The importance of developing a system of financial results is emphasized. The disparate system of private and relative production and economic indicators follows the integrated assessment (single integral indicator), which in methodological terms may be different for each agricultural enterprise. The calculations of the authors showed that the values of a comprehensive assessment of   the financial stability of an agricultural enterprise differ significantly depending on the production models.

MODERNIZATION AND IMPROVEMENT OF EFFICIENCY OF THE MILK PROCESSING PRODUCTION IN SMALL ECONOMIC FORMS

Abstract. Small forms of farming in the countryside need modern, highly efficient types of equipment and new technological installations, which make it possible to process agricultural products and sell not raw materials, but ready-made, demanded products. In order to improve the efficiency and competitiveness of small forms of management in modern conditions, it is necessary to modernize the existing equipment and technologies. The article discusses the development trends of the dairy industry in Russia and the Irkutsk region from 2014 to 2018. The role of the regulatory and legal regulation of the dairy industry of animal husbandry in the Irkutsk region is defined. The characteristic features of the production and processing of milk in small forms of management are considered. The article formulates the key areas of reducing the costs of dairy cattle production in small business forms. The main technological operations for the production and processing of milk, as well as the types and types of equipment used in this process are identified. The financial results of peasant (farm) economy activity were analyzed, the option of modernizing milk processing production in peasant (farm) economy was considered, and its payback was assessed. The main prerequisites are considered and the important role of project implementation is substantiated.

FORECASTING DEVELOPMENT OF TRADE FISHERIES IN THE CENTRAL FEDERAL DISTRICT

Abstract. The article presents a forecast for the development of commercial fish farming up to 2024 in the following areas: pond fish production, development of industrial and pasture fish farming. Used statistical and mathematical prediction models. The main factors of growth of commercial fish farming are identified the need for stocking material, feed, state financial support. The necessity of state support for the development of aquaculture at the expense of federal and regional budgets, subsidies to pay interest on loans for construction, reconstruction, modernization of facilities for the production of animal feed and fish seed, as well as to reimburse part of the cost of paying interest on small business (farming). The issues of development of the feed base of commercial fish farming are described, a description of new types of feed is given, their need for various forms of commercial fish farming pond, industrial, pasture, and the effectiveness of their use are determined. The issues of export and import of fish feeds are set forth, and in this connection the expediency of increasing their production in domestic feed mills, due to the reconstruction and expansion and commissioning of new production facilities, is justified. The forecast of development of commercial fish farming in the Central Federal District (CFD) is shown. This federal district has great promising opportunities for the development of trout and sturgeon breeding, based on scientific and technical achievements in production and the growing needs of the population in these fish farming facilities. Also justified is the need for planting stock and feed for the intensive development of commercial fish farming in the Central Federal District.

BIG DATA IN TRADE: ECONOMIC EFFICIENCY AND LEGAL REGULATION

Abstract. The article analyzes the impact of innovative technologies, primarily Big Data, on the growth of economic efficiency of trade enterprises. The analysis of the impact of innovative technologies in the Russian economy, in particular in the trade, is shown, and it is shown that the share of Internet sales in the total volume of retail trade turnover almost doubled. The factors constraining innovation activity in commerce, including a high level of taxes, lack   of own financial resources, high rent, high transportation costs, difficulties in obtaining a loan, and a high percentage of commercial loans, are identified. It is shown how the study of information obtained using Big Data influences the formation of the retailers' trade policy.  A special economic effect can come from combining Big Data technology with artificial intelligence. Various definitions for the development and adoption of a basic law governing Big Data are presented, and a proposal is made to improve the conceptual framework of a future law. The advantages and disadvantages of using this technology in the activities of trade enterprises are revealed. The state of the regulatory framework governing Big Data   is analyzed. The authors of the article believe that the necessary legal conditions have been created in the Russian Federation and there is an objective economic need for relations in  the sphere of application and circulation of Big Data. General conclusions were made and recommendations were given on improving the legal regulator in this area.

DEVELOPMENT OF MODELS FOR ENHANCING THE ENERGY EFFICIENCY OF THE ENTERPRISE BASED ON THE USE OF DISTRIBUTED ENERGY TECHNOLOGIES

Abstract. The urgency of improving the energy efficiency of enterprises through the use of distributed energy projects is shown. It emphasizes the need to formulate a methodology   for developing such projects based on a systematic approach, taking into account the peculiarities of the technological process of the enterprise, the influence of natural, social, economic and technological factors which, analysis and work planning should be carried out using mathematical modeling methods, decision theory. An algorithm for solving the problem of choosing a technological solution for the supply of electricity, taking into account the use of an alternative power source, including hierarchical models and models of stochastic programming, is presented. Developed models in the form of a hierarchy for choosing a technological solution for centralized and alternative electricity supply and for choosing financing for implementing a technological solution for such a project (reverse process hierarchy), implemented on the basis of the hierarchy analysis method. A model based on a two-stage stochastic programming problem is proposed to optimize power supply costs using an alternative power source, which allows to determine the type of power source, its power, operating costs of the electrical equipment, damage from suspension of electricity supply, and a multifactorial stochastic model of electricity supply by the network organization and alternative power source.

USING OF BLOCKED TECHNOLOGY IN TAX ADMINISTRATION

Abstract. A comprehensiveauthorial study of topical issues of tax administration development on the blockchain platform was carried out. An assessment is made of the possibility of using the blockchain information system in tax administration as a promising technology for the development of tax control, which opens up broad prospects for reducing tax administration costs and improving the efficiency of the existing system. The author used such research methods as analysis, synthesis, systems approach. Analysis of the characteristic features and principle of operation of the blockchain technology allows us to consider the possibility of using this system as a digital tax administration platform. The unique features of the blockchain are able to fundamentally change the mechanism of tax control, reduce the time and material costs of tax administration. The analysis made it possible to conclude that the blockchain technology is not without flaws: decentralization, which can prevent tax secrecy, the ability to process a limited number of transactions, the lack of legal regulation, institutional problems associated with the ability to replace existing classical methods of financial transactions. The analysis of the positive and negative aspects of the functioning of the blockchain technology suggests that in the foreseeable future, the existing problems will be eliminated. And in the near future, the innovative possibilities of the blockchain technology will change the existing model of tax administration and will open up new opportunities for effective tax control.

Abstract. The stresses caused by crises in the economic development of the country stimulated an extensive study of this problem. The need to identify patterns and factors of economic growth is explained by the direct influence of economic growth on raising the standard of living of the population. Issues of studying economic growth are relevant and relevant in our time, especially in Russia. The category of economic growth is one of the main features of social production. It provides an opportunity not only to increase and increase the available resources and consumption, but also to open up additional investments in shaping the production of the future. Economic growth provides unique opportunities in the development and improvement of the quality of production organization. Structural processes that occur in the national economy, and changes in the dynamics and level of development, affect economic growth, which in turn is largely reflected in the life of the country and its prospects for the future. At present, it is important to establish a new, creative and energetic Russia with a progressive economy that is deeply integrated into the modern world. This article attempts to highlight key international factors affecting sustainable economic growth in Russia.

EAEU COUNTRIES BUSINESS ENVIRONMENT ASSESSMENT BASED ON DATA OF DOING BUSINESS

Abstract. The study of the business environment of the EAEU countries is relevant the business environment affects the efficiency of integration development, migration and business development of the Union as a whole. The purpose of the study is to analyze the indicators of the attractiveness of the business environment of the EAEU countries, to identify countries with the most favorable conditions for the creation and development of business,  to assess their position at the global level. The research methodology was the approach of the World Bank, which annually publishes the international ranking Doing Business. As a result of the study, general problem areas of business regulation were identified for each EAEU country, as well as private ones. Common "problem" areas are the procedures for registering firms, obtaining building permits, taxing, resolving insolvency. Private, with the worst performance: international trade, taxation and connection to the power supply system.

IMPROVEMENT OF THE THEORETICAL AND METHODOLOGICAL BASIS OF THE RESEARCH OF TOOLS OF INNOVATION POLICY AT THE PRESENT STAGE

Abstract. Increasing in innovative instruments and related benefits has been observed in the innovation policies of developed countries since the 1990s. In particular, the growing interest of regulatory actors in innovative instruments can be observed at the American institutional level in the development of laws aimed at stimulating applied and fundamental research. The purpose of this research is a theoretical and methodological analysis of certain categories of active instruments to stimulate innovation policy and related to them some direct and indirect effects on socio-economic dynamics. To this end, the author proposes a new view on the latest theoretical approaches to the analysis of innovation policy, considered in modern research. Analysis of empirical data from case studies shows that competition for innovation as a policy tool can have several positive outcomes at different levels innovation, economic and social. The article assesses the impact of the studied tools on the improvement of the methodology of research on innovation policy, new directions of action in the field of innovation support, as well as an attempt to justify proposals for the definition of these tools as the latest research on public innovation policy.

REORGANIZATION OF ENGINEERING TECHNICAL AND PROFESSIONAL AGRICULTURAL EDUCATION FROM THE END OF 1920s TO EARLY 1930s

Abstract. This work shows the state of the system of vocational agricultural education  from the late 1920s to early 1930s, examines the mechanisms for its reorganization. The article aims to address the problem of reorganization of vocational education in the context  of reforming the entire system of agricultural production. As a result of the analysis, the authors show the techniques and methods of reorganization of the education carried out,  and the advantages and disadvantages of the new system were revealed. Particular attention is paid by the authors to intensify the preparation of engineering and technical personnel  for agriculture. The article widely used archival material on the problem. This view may be of interest to both teachers in the field of vocational education and historians. The article reveals some features of the reorganization of the Agricultural Academy named after KA Timiryazev and the creation on its basis of the Moscow Institute of Mechanization and Electrification of Agriculture named after V. P. Goryachkin. The experience of creating a system of correspondence education is considered. The authors leave a controversial question about the feasibility of the basic principles of the reform of vocational agricultural education from the late 20s to early 30s of the 20th century. At the same time, the authors gave a clear assessment of individual elements of the reform.

ORGANIZATION OF WORK WITH ADAPTED AND AUTHENTIC SCIENTIFIC TEXTS AT RUSSIAN AS FOREIGN LANGUAGE CLASSES (FOR EXAMPLE OF ENGINEERING PROFILE TEXTS) 

Abstract. Work on the organization of teaching reading texts in the specialty of foreign students is an important aspect in the teaching of RAF. This skill of working with scientific text is necessary for students when studying specialized subjects at a faculty in a higher educational institution. This paper provides an example of the development of methodological material for teaching reading the text in the specialty "Robotics" for foreign bachelors of technical universities. The organization of work with the text in the lesson is shown, the stages of the lesson are described, and examples of tasks for developing lexical-grammatical and syntactic material are given that can be used at each stage of work with a scientific text. The methodological significance of introducing both adapted and authentic scientific texts in the classes of RAF s is explained, the sequence of their introduction is indicated, and examples of prepared adapted and authentic scientific texts on the topic are given.
